Know the answer.

What is international law and how it works

The International Court of Justice (ICJ) is the leading judicial organ of the United Nations, which has the power to settle legal disputes between states (countries) and advise on legal questions, but it lacks inforation power, so it advises both countries to take their decisions. The International Court of Justice can only give advice on any dispute. The rest of the two countries depend on their dispute.

Modi government can answer Pakistan through international law?

The ICJ can only hear a dispute when one or more states (countries) are requested to do so, it cannot deal with any dispute on its initiative. The ICJ can only give advisory opinions on legal questions on the request of the United Nations organs, special agencies or a concerned organization authorized to make such requests. In such a situation, a separate Modi government goes to ICJ with this issue against Pakistan, then ICJ can advise both countries.
